The Nigerian Oil and Gas Industry Content Development Act was established to implement the framework of the Nigerian Content Policy by the Federal Republic of Nigeria.  The Nigerian Content Policy focuses on the quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian Oil and Gas industry.

Nigerian Content Policy is aimed at:

• Value Creation and addition to the Nigerian economy;
• Development of capacity;
• Utilization of Nigerian human, material resources and services which involves;
   o Supply of Nigerian products and services
   o Employment of local nationals
